It's Spy Hunter. I recognized it because it reminded me of a Spy Fox game I played as a kid, and apparently it was a reference to that game.

@Mr EliteL: I finally figured it out. It's Ogre Battle: The March of the Black Queen. I thought it was a DS game at first but nothing came up, so then I was trying "game boy rpg games" and such but still nothing, so then just tried home consoles just in case and it came up when I tried SNES. XD
