The big box in the main profile that contains your username and avatar I think would be a good place for users to add their own cover photo.

I'd maybe consider having it above that section you're thinking of because at least for Woolly World, it might get a bit busy having an avatar and the highlighted UG cards sitting on a header image. I'm also trying to think what solution, if any, there could be for images that aren't long enough to fill the whole space on wider resolutions. Hmm
