You say that, but there are several incidents where a nuke has been dropped on accident, and not caused an explosion. The aircraft it was in blew up, so the bomb dropped, and three of the four switches meant to activate it were released, meaning the bomb nearly armed. It instead disintegrated upon hitting the ground, burying itself several dozen feet.
Holy shit! I'm curious to learn more about this one to know how the aircraft blew up in the first place and how the explosion didn't end up triggering the bomb itself. Gasp

True. Probably a reason why Resident Evil 2 also wasn't clear for a time on whether nukes or missiles were used on Raccoon City until later games went with the missile option.
